Facsimile refers to any skill that copies the last skill used by an ally.
Facsimile Sources
Certain skills cannot be copied. A "SKILL COPY FAILED" / "NO EFFECT" message will appear if attempting to copy one of these skills. Commonly, this applies to skills that can only be used once or change depending on character/class.
