Overview
Chat Noir offers some defensive utility, being one of the few Water characters with Dispel and Delay, as well as providing additional effects on his Charge Attack. However, he is fairly difficult to use and quite timing-dependent due to the nature of his self-buffs, the long cooldowns on some of his skills, and the randomness in his charge attack's effects.
Strengths

How to Play
The bulk of Chat Noir's kit revolves around keeping

in effect for its buffs. This is more difficult before his third or fourth uncap due to the long cooldowns on his skills compared to their short duration. You want to have at least one of the two active when he Charge Attacks due to its bonus effect.
After lv55, the cooldown for

Prioritise EMP Support Skill, then Triple Attack, Critical, and Double Attack, in that order. After which, take Defense if going for survivability, or Double Attack and ATK (Overdrive) for more offense.Resources
