errorSQL PRIVILEGES how to reslove 1064 (42000) error

Question

I have a code on ubuntu terminal that says.....

GRANT ALL PRIVILEGES ON . TO 'libelium'@'localhost' WITH GRANT OPTION;

and i'm getting the error below....

ERROR 1064 (42000): You have an error in your SQL syntax; check the manual that corresponds to your MySQL server version for the right syntax to use near '. TO 'libelium'@'localhost' WITH GRANT OPTION' at line 1

I have already used to suggestions in Error 1064 (42000) Failed to grant privileges
