I have two projects in one solution. I am using different ports for each project by hardcoding the port numbers. For the first one, I am using port 57914 and for the second I am using port 59636. Both the ports worked perfectly fine until few days back. However, today I can navigate to the first project using port 57914 and cannot navigate to the second one via port 59636. It throws 'This site can’t be reached.localhost refused to connect error'. I followed all the steps mentioned here and none of them worked for me. These are the additional steps I followed to troubleshoot.

  1. Checked the firewall for inbound rules. Result: I had same inbound rules for both ports.
  2. Checked in Resource monitor if any of the processes is using port 59636. Result: No
  3. Checked if both ports are listening or not using netstat -ano | find ":portnumber". Result: for port 57914 I received an output with status as listening. For the other port it doesn't return anything. What should I do now ? Is there a better way of doing it ?
