Google documentation here states token refresh conditions include app reinstall and clearing of application data: https://firebase.google.com/docs/cloud-messaging/manage-tokens. It states "...it changes, such as when... the user clears app data."
However, in this snapshot of this documentation (https://prnt.sc/dnzq9l) from another Stack Overflow thread (Is FCM token refreshed on app update?), the word "may" is used as follows:
"The registration token may change when... the user clears app data."
