How does pandas do the groupby and aggregation in this example?

I have dataframe:

I want to do a groupby and aggregation to get the following result:

That is, sum is done when the Hospital and GeneralRepresentation of one row are the same as the Hospital and GeneralRepresentation of another row.

How can this be done with groupby and agg in pandas?
