I am creating a WinForms application and I am having difficulty with this menu bar. On my computer it appears fine as well as my personal computer. I have also remoted into two different older laptops at work to see if I could replicate this behavior.

Here is what my co-worker is seeing

We then noticed this behavior where the toolbar appears normal, but the title in the title bar is empty. If you open another form and then close out of it, the toolbar will go back to the appearance with the oversized font.

CoWorker has been seeing this behavior

Has anyone had a similar problem? It is driving me crazy since I cannot replicate it or find the cause. What can I do to prevent inconsistent behavior across different user's pcs/monitors?
