I am trying to publish the application while publishing the app I am getting below error. I have removed temp files from system but still getting same error.

Could not load file or assembly 'file:\Code Setup- Application\Merge\WebApp\Web\References\antlr.runtime.dll' or one of its dependencies. Operation is not supported. (Exception from HRESULT: 0x80131515)
