I'm facing an issue on how to use multi-language using PHP I want to display English and Arabic characters, I already have the columns on both the English and Arabic versions but when I want to display the Arabic characters its displays something like this ???

I don't know how to use <meta=lang> kindly advise me

Note I'm using SQL Server
