automatically connected via google in android 11

Question

I use android 11, and I connect a specific wifi using WifiNetworkSpecifier like the below link. (Connect To Wifi Android Q)

Actually, it works in android 9, but not works in android 11.

I think if the wifi is connected via google automatically in android 11, the connection can't be completed.

But I'm not sure whether my think is right or no, and I want to know the exact reason.
