How do I write a simple java program that displays a number like 2564.23 as Two Thousand Five Hundred Sixty Four and Twenty Three Cents?

This is my first time learning java. I have to write a code that displays numbers as words. It has to be an integer and it has to have this (%) remainder sign in it. I am so lost. If someone can explain it to me as well, that would be great.
