You will want to use the APEX_WEB_SERVICE.MAKE_REST_REQUEST procedure or function. APEX_WEB_SERVICE makes it very easy to interact with APIs and easily consume the responses with a single call. Just be sure that your APEX_XXXX user is added to your database's ACL so that it can access the external site.
