My company makes software for special needs kids and adults. We're developing a safety feature where the user can call 911 in the event of an emergency. Because so many of our users are non-verbal (they cannot communicate verbally) we need to play a recorded message for the 911 dispatcher.

We use a text to speech cloud service to create an mp3 file with a brief message that states the user is non-verbal, gives their address, and emergency contacts. We're running into a problem getting the audio to be heard by the receiver. We tried playing it through the speaker at full volume hoping the microphone would pick up enough of the audio. But the audio isn't sufficiently clear for the operator.

During an emergency situation, it would definitely not work. Any ideas on how we can interject our mp3 into the microphone?

[Previously nope](https://stackoverflow.com/questions/4319949/need-to-play-audio-to-the-caller) and probably still nope. Maybe with a custom ROM, but not on commercial devices. If this were possible, just imagine how it would be abused. – Kevin Krumwiede Jul 20 '21 at 05:46
