How to make a reusable timer function in python?

Question

I am making a game in pygame that has a person riding a jetpack. And I want the jetpack to refuel after a few seconds. How do I make a timer that waits a certain amount of seconds, then executes code? time.sleep() Wont work because it stops the game entirely.
