I want to send a get request with spoofed IP address and I don't care about the answer of the server. Just I want the server to receive it

In short: you would need to know the ISN of the server side of the TCP connection without seeing it - i.e. you would need to successfully guess a 16 bit number. Not totally impossible if you manage to send lots of packets with different guessed ISN within a short time frame but for most this is actually impossible. – Steffen Ullrich Jun 21 '21 at 17:24
