Customise transposed data python

Question

I have a dataframe that looks something like this:

Name	2007	2008	2009
A	1	2	3
B	4	5	6
C	7	8	9

I was wondering if there is an easy way to transpose the dataframe so that I get something like this:

Name	Year	Value
A	2007	1
A	2008	2
A	2009	3
B	2007	4
B	2008	5
B	2009	6
C	2007	7
C	2008	8
C	2009	9
