Is there any specific way to select the max value of a range operator?

e.g. below, I know there are 11 array elements and I want to select from 3 - max which in this case is [3..11]

Are there any learning resources I can look for help in learning these operators?

$invoke = Invoke-Expression -Command 'arp -a'

$invoke then contains:

  Interface: 192.168.0.2 --- 0xb
  Internet Address Physical Address Type
  192.168.0.1 a0-63-91-c3-db-2b dynamic
  192.168.0.38 08-9e-08-c1-7b-eb dynamic
  192.168.0.255 ff-ff-ff-ff-ff-ff static
  224.0.0.2 01-00-5e-00-00-02 static
  224.0.0.22 01-00-5e-00-00-16 static
  224.0.0.251 01-00-5e-00-00-fb static
  224.0.0.252 01-00-5e-00-00-fc static
  239.255.255.250 01-00-5e-7f-ff-fa static
  255.255.255.255 ff-ff-ff-ff-ff-ff static

And selecting the elements I want manually $invoke[3..10] give me the output:

  192.168.0.1 a0-63-91-c3-db-2b dynamic
  192.168.0.38 08-9e-08-c1-7b-eb dynamic
  192.168.0.255 ff-ff-ff-ff-ff-ff static
  224.0.0.2 01-00-5e-00-00-02 static
  224.0.0.22 01-00-5e-00-00-16 static
  224.0.0.251 01-00-5e-00-00-fb static
  224.0.0.252 01-00-5e-00-00-fc static
  239.255.255.250 01-00-5e-7f-ff-fa static
