SOAP-ERROR: Failed to load external entity error on SOAP using PHP

Question

I am using PHP Version 5.6.0 and openssl also enabled but still got this error. Can you please suggest a solution?

SOAP-ERROR: Parsing WSDL: Couldn't load from 'https://IP Address:9007/common?wsdl' : failed to load external entity "https://IP Address:9007/common?wsdl"

Maybe it is due to some issues with the web service you are using.

He explains how to test it :)
