Can i stop all social notifications programmatically?

Question

I want to create an application from which I want to stop all social network notifications in a specific time.

When I press a button on my app, stop all notifications then when I press the button again the app should activate notifications.

I just want to know if it's possible to do this.

No. You can not do it without a rooted device.
