What is the NO PAYLOAD ENCRYPTION version of the IOS software?

When looking at the downloads available on the Cisco site, they have a regular version of the file and a NO PAYLOAD ENCRYPTION version. What is the difference? And why would one choose one over the other?

Can you reduce RTT by increasing the bandwidth on a link?

Does increasing the bandwidth on a link from, let's say, 1mb to 30mb reduce the RTT? I have found one answer saying no. Can someone please explain? Also, what are the best mechanisms to reduce RTT?
