Gamewith's recommended EMP build for Cerberus.
Priorities[edit]
Prioritise CA DMG first as she can Charge Attack often due to her high TA rate. After that, take Dark ATK. The rest of the masteries are up to your preference. ATK (Overdrive), ATK, and DEF are good options. TA is good, but has little impact due to how high her TA rate is anyway. Her Extended Mastery Support Skill is not recommended as she has near 100% TA for 3 turns after she does her Charge Attack, meaning you will rarely ever get a use out of it.

Priorities[edit]
Max C.A. DMG first as she can Charge Attack frequently due to her high TA rate. After that, take Dark ATK, Skill DMG, and then put 1 point in each ATK node to increase her offensive power. Although her debuffs have rather high base accuracy, the Debuff Success node should be taken to even further maximize chances of landing said debuffs. Healing, HP, and/or DEF can be taken if she is often being used in long battles but consider replacing them with more ATK nodes for shorter battles.Resources
