Loading .qgs and .qpt files in standalone PyQGIS script?

I have a .qgs and .qpt files. And I would like to know if it is possible to use them in a standalone PyQGIS script?

I am using QGIS 2.18 and Python 2.7

This is the template that I would like to use.

And put this image inside that template using python if that is possible. I'm nearly finished with my thesis and this is the only part that is holding me back.
