difference between button [publish] and [create] ? (Remix tool)

sorry,just ask a simple question... what is difference between button [publish] and [create] ? (on Remix Tool UI)

create creates contract on the blockchain. publish creates contract and publishes sourcecode so it can be viewed with etherscan.io
