Deployment of MediaWiki 1.38.0-wmf.3 to Wikimedia sites

The latest version (labeled "1.38.0-wmf.3") of MediaWiki, the software that powers Wikipedia and its sister sites, is being deployed to all Wikimedia sites in stages, starting on Tuesday, 5 October 2021 (see the roadmap).
