Deployment of MediaWiki 1.36.0-wmf.4 to Wikimedia sites

The latest version (labeled "1.36.0-wmf.4") of MediaWiki, the software that powers Wikipedia and its sister sites, is being deployed to all Wikimedia sites in stages, starting on Tuesday, 11 August 2020 (see the roadmap).
